No i dont kno anyone with fake boobs but i know plenty of people with DD- F cups at age 16/17. They just grow faster than us. She wont have implants because she is only 14. Im sure they arnt allowed to do surgery on you til your 18 or 16 with parent consent.Stop being jelous.
